Transfer Request
A transfer is a move from your unit to a different unit. SHA approves transfers only for the reasons in our Transfer Policy (Appendix I of the ACOP), which follows HUD rules. Wanting a different unit, building or location is not, by itself, a reason for a transfer.
Reasons a transfer can be approved
Transfers are made in this order of priority, and only when a suitable unit is available:
- Emergency transfers. The unit has a condition that threatens life, health or safety and cannot be repaired within 24 hours; a verified life-threatening medical problem; or a threat to the household confirmed by law enforcement.
- Category 1. A witness to a crime facing reprisal (documented by law enforcement); a victim of a hate crime or extreme harassment; a verified serious medical problem; or a household member who needs a unit with accessible features.
- Category 2. A household that is too large or too small for its unit, and incentive transfers to modernized or scattered-site units for residents with good records.
- Category 3. A household within the occupancy limits that asks for a different size, or a neighbor problem that is not criminal. These are handled only after all other transfers, and do not come before new applicants.
Whether a household is too large or too small for its unit is decided at recertification. If your household no longer fits your unit, we will tell you; you do not need to ask.
Before you ask
- Except for emergency transfers and accessible housing, you will be considered only if you do not owe back rent or other charges, meet housekeeping standards, and have had no criminal activity that threatens the health or safety of residents or staff.
- Be ready to prove the reason, for example with a doctor's statement or a police report. We will ask for it; do not send it with this form.
- In most cases you pay your own moving costs. SHA pays when it starts the transfer, for an emergency it cannot repair in time, or for a reasonable accommodation.
- If your request is denied, we will tell you why in writing, and you can request an informal hearing.
If you need the move because of a disability, you can also ask for a reasonable accommodation. Any staff member can help.
